Pakistan Assumes Chairmanship of SCO Interbank Consortium for 2026-27

3 min read No comments

Pakistan has assumed the chairmanship of the Shanghai Cooperation Organisation Interbank Consortium for the 2026-27 period, the Finance Ministry announced on Monday. The development gives Pakistan a leading role in the banking cooperation arm of the SCO, a regional grouping whose members span much of Eurasia.

Habib Bank Chairman Sultan Ali Allana takes over as head of the consortium. His appointment places a senior Pakistani banker at the helm of a body that brings together banks from SCO member states to promote financial cooperation, trade finance and investment links. The consortium is not a central bank, but a network of banks that work together on practical questions: how to finance cross-border trade, how to settle payments, and how to support projects that connect member economies.

The chairmanship coincides with Pakistan’s broader chairmanship of the SCO for the same period. Pakistan assumed the SCO chairmanship in September, and it is also set to host the next meeting of the SCO Council of Heads of State. Holding both the organisation’s chairmanship and the interbank consortium’s chairmanship in the same year gives Islamabad a double platform in the grouping, across both its political and its financial tracks.

The SCO itself has grown in importance as a forum for regional diplomacy. Its members include China, Russia, India, Pakistan, Iran and Central Asian states, among others, and its agenda covers security, trade, connectivity and cultural exchange. Within that broad agenda, the interbank consortium plays a narrower but practical role: it is where banks discuss how to turn political commitments into financed projects and trade flows. A chairmanship therefore carries both prestige and work, including chairing meetings, setting agendas and following up on joint initiatives.

For Pakistan’s banking sector, the role offers visibility and contacts. Habib Bank is the country’s largest private bank by many measures, with a long history of international operations, and its chairman leading the consortium is consistent with that profile. The brief does not list specific projects or financing targets that Pakistan intends to pursue during its chairmanship year, and none are claimed here. Any such agenda would need to be announced by the consortium or the Finance Ministry in due course.

The timing also matters for Pakistan’s economic diplomacy. The country has been seeking to strengthen trade and investment ties across the region, including with Central Asia, and to position itself as a transit and connectivity hub. Banking cooperation is a necessary complement to those ambitions: trade routes need payment systems, exporters need working capital, and infrastructure projects need long-term finance. The consortium provides a forum where those needs can be discussed directly between banks, rather than only between governments.

It is worth distinguishing the consortium from the SCO’s political summits. The Council of Heads of State meeting, which Pakistan is set to host, will draw heads of government and dominate headlines. The interbank consortium works more quietly, through bankers and finance officials, but its decisions can affect whether trade deals discussed at summits actually get financed. Both tracks matter, and Pakistan holding the chair in both in 2026-27 is the notable feature of Monday’s announcement.

What to watch next is the consortium’s meeting calendar under Pakistan’s chairmanship and any joint statements or agreements that emerge. Until those are published, the verified facts are the Finance Ministry’s announcement on Monday, Sultan Ali Allana’s takeover as head, the 2026-27 period, and the coincidence with Pakistan’s SCO chairmanship and its hosting of the next heads-of-state meeting.
