ECC Instructs Ministry to Prepare a Mechanism
The Economic Coordination Committee, ECC, instructed the Ministry of National Food Security and Research to prepare within three months a mechanism for deregulating state-set tobacco prices. The instruction was given by the ECC, and it was directed to the ministry responsible for national food security and research. The ministry is to prepare a mechanism — that is, a system or a set of arrangements — for deregulating tobacco prices that are currently set by the state. The time given for the preparation is three months, which is the deadline set by the ECC for the ministry to produce the mechanism.
Decision Made While Considering 2026 Crop Prices
The decision was made while considering minimum indicative prices for the 2026 tobacco crop. The ECC was considering those prices at the time it gave the instruction, and the instruction on deregulation was made in that context. Minimum indicative prices are the minimum prices indicated for the crop, and the crop in question is the 2026 tobacco crop. The ECC’s consideration of those prices is the setting in which the decision on deregulation was taken, and the two subjects — the 2026 crop prices and the deregulation mechanism — were considered together at the same meeting.
Pricing Proposal Approved
The ECC approved the pricing regulation proposal endorsed by the Pakistan Tobacco Board, known as the PTB. The proposal concerned pricing regulation, and it had been endorsed by the Pakistan Tobacco Board before it was approved by the ECC. The endorsement by the PTB is therefore part of the history of the proposal, and the approval by the ECC is the decision that follows from it. The proposal is described as a pricing regulation proposal, and the ECC’s approval of it is reported alongside the instruction to prepare a deregulation mechanism. The two decisions are distinct, but they were both made by the ECC in the same consideration of tobacco pricing.
Ministry Proposes Retaining 2025 Levels for 2026
The ministry proposed retaining minimum indicative prices and tobacco cess rates for the 2026 crop at the 2025 level. That proposal was made by the Ministry of National Food Security and Research, and it concerns two things: minimum indicative prices and tobacco cess rates. Both are to be retained for the 2026 crop at the level they were at in 2025, according to the ministry’s proposal. The cess is a levy on tobacco, and the rate of that levy is one of the two items covered by the proposal. The proposal is therefore to keep the 2026 figures at the 2025 level, rather than to change them, and it was made by the ministry in the context of the ECC’s consideration of the 2026 tobacco crop. Taken together, the ECC’s decisions cover the deregulation mechanism to be prepared within three months, the pricing regulation proposal endorsed by the Pakistan Tobacco Board, and the ministry’s proposal to retain the 2026 prices and cess rates at the 2025 level.
